Biography

Joe Bingham is a seasoned litigator with extensive experience in commercial and regulatory matters across federal, state, and private practice. He represents clients in high-stakes federal and state court proceedings, including appeals before the U.S. Courts of Appeals and the U.S. Supreme Court. His practice emphasizes strategic advocacy in business disputes, administrative and regulatory litigation, and matters involving government entities at all stages of litigation from filing to final appeals.

After clerking, Joe litigated complex commercial disputes and novel litigation finance issues at a D.C. boutique, where he represented corporate clients in both bench and jury trials. He served as Assistant General Counsel to Texas Governor Greg Abbott, where he led the office’s review of regulations for over 50 state agencies, and as Senior Counsel at the Texas Health and Human Services Commission, where he served as liaison between the Office of the Governor and HHSC during the COVID-19 pandemic.

He led the Natural Resources Practice at the Mountain State Legal Foundation representing independent oil and gas producers and ranchers. He has litigated cases involving natural resources, environmental regulation, healthcare, contractual disputes, civil fraud and other commercial torts, and constitutional protections for clients who faced significant regulatory or governmental challenges. Joe serves on the Federalist Society’s Litigation Practice Group Executive Committee and is Counsel at the American Civil Rights Project.
