Burke Law Group announced that Paul Simon has joined the firm as a partner, further strengthening its nationally recognized energy and natural resources practice. Simon advises clients on regulatory issues, transactions, and disputes across the energy industry.
Simon advises clients on regulatory issues before the Bureau of Land Management (BLM), BOEM, BSEE, ONRR, and in appeals before the Department of the Interior’s Board of Land Appeals. His clients include operators and investors active in major onshore basins such as the Permian, Eagle Ford, Marcellus, Utica, Haynesville, and Woodford, as well as offshore producers in the Gulf of Mexico’s Outer Continental Shelf.
In addition to regulatory counsel, Simon advises on upstream and midstream acquisitions and divestitures, private equity investments, project financing, and strategic transactions. His experience covers the industry’s primary agreements, including JOAs, OOAs, IADC drilling contracts, mineral leases (OGMLs), farmouts, master service agreements (MSAs), production handling and gathering agreements, and assignments.
Simon also contributes to the profession through service on the Advisory Board of the Institute for Energy Law and the Advisory Council of the LSU Mineral Law Institute, and as an Assistant Examiner in Constitutional Law for the Louisiana Bar Exam.
Before joining Burke Law Group, Paul was a partner at a nationally ranked oil and gas law firm, clerked on the U.S. Court of Appeals for the Fifth Circuit for the Hon. W. Eugene Davis, and worked as a management consultant at McKinsey & Company in Amsterdam.
