Biography

Jeffrey Hall is a partner in the Washington, DC area.  He has handled a wide variety of cases and investigations involving Fortune 500 companies and billion-dollar claims, including environmental, antitrust, administrative law, fraud, employment, securities, and other criminal and complex civil litigation matters.  He has litigated at all levels of the federal courts, including the Supreme Court, most federal Courts of Appeals, and federal district courts across the country (from California and Oregon to the District of Columbia and Eastern District of Virginia).

Jeffrey joined Burke Law Group from the Department of Justice, where he held numerous positions, including multiple senior roles.  As Senior Counsel to the Associate Attorney General, he was responsible for overseeing all antitrust litigation and policy, significant civil litigation (including FOIA cases involving sensitive records), religious liberty litigation, anti-human trafficking efforts (including revisions to Section 230 of the Communications Decency Act), and bankruptcy litigation on behalf of senior Department leadership.  As Policy Counsel for the Assistant Attorney General for the Civil Division, Jeffrey was responsible for the Executive Branch-wide litigation risk assessment for most major legislation, regulations, and policies, and he handled major litigation against the United States and major federal agencies.  In these roles, Jeffrey regularly counseled senior Department leadership, the leadership of other major federal agencies, and the White House.  Jeffrey also handled appellate environmental litigation as an attorney in the Environment & Natural Resources Division’s Appellate Section, civil and criminal litigation as a Special Assistant U.S. Attorney in the U.S. Attorney’s Office for the Eastern District of Virginia, and major False Claims Act qui tam litigation and investigations as a Trial Attorney in the Frauds Section of the Civil Division.  Jeffrey also served as Counsel to the Special Inspector General for Pandemic Recovery in the Treasury Department.

Prior to joining the federal government, Jeffrey was an antitrust and securities attorney at an AmLaw 50 law firm in Washington, D.C., and a clerk on the Ninth Circuit Court of Appeals.  He is a graduate with honors of Princeton University and Harvard Law School, where he served on the Harvard Law Review.
